Since TVheadend can see the tuner devices I would first assume all is right with driver stack etc. Is it save to create this folder and will Tvheadend find this file in the Pre-defined muxes list? Where does Tvheadend look for Pre-defined mux config files? On this site I found an online tool to create a config file that contains some frequencies for Germany which I should copy into /usr/share/dvb/dvb-t.
